Does the rod that holds the toilet roll swivel on the base? Can it be both left-hand and right hand mounted or just as illustrated.

I have looked into this and the rod that holds the toilet roll can swivel backwards and forwards but not side to side. This isnt handed so can be installed either on the left or right.
